Promote a motivated and harmonious working environment that builds a qualified team of employees committed to providing service excellence to the Azerai guests.
- Establish the Departmental Annual Operating Budget in advance for approval by the Manager and Chief Accountant.
- Ensure that the Departmental Operating Budget is adhered to and that all costs are strictly controlled.
- Attend meetings and briefing with other Department Heads as determined by the General Manager.
- Ensure that all departmental reports and correspondence are completed punctually and accurately.
- Review existing and initiate new departmental policies as required.
- Submit monthly report to the General Manager detailing departments activities for the past month and planned activities in the ensuing month.
- Ensure all employees report for work punctually wearing the correct uniform and name tag at all times.
- Assist in the building of an efficient team of employees by taking an active interest in their welfare, safety, training and development.
- Ensure that all employees have a complete understanding of and adhere to the hotel’s Staff Handbook.
- Conduct employee evaluations and to review their general performance, discuss existing performance and areas of improvement.
- Conduct Departmental and Hotel Orientation Programs for new employees to ensure they understand the policies and operations of the hotel.
- Ensure that all staff provide a courteous and professional service at all times.
- Counsel staff members for any breaches of conduct and observe policies when issuing formal disciplinary notice.
- Constantly review and appraise the procedures within the department to ensure quality of service product at all times.
- Monitor the staff skills within the department and plan training programs to rectify any service deficiencies.
- Accept the responsibility or appoint a Departmental Trainer for planning and ensuring operation of effective Departmental Training plan.
- Conduct regular briefings with the department staff ensuring good communications at all times.
- Ensure that all areas within the department are rostered with correct staffing level in accordance with expected business demand.
- Ensure that the hotel operation complies with existing local laws and ordinance codes.
- Constantly assess and review the operation with the objective of minimizing operating costs.
- Maintain a register of departmental operating equipment. Ensure all equipment is kept in good working order and conduct routine stock takes to prevent any loss or theft of equipment.
- Ensure all staff are issued with current ID cards for access to the hotel. To organize immediate issue of replacement cards in the instance of reported loss or theft.
- Maintain accurate accrued leave records by department and distribute to Manager and all Department Heads on a monthly basis.
- Liaise closely with the Medical Clinic in regards to medical care and attention to all staff and their dependents.
- Liaise closely with Manager and Department Heads in the cases of breach of conduct by any staff. Ensure investigation is completed accurately are factual, free of any discrimination and that any disciplinary measures are in accordance with the CLA and prevailing labor laws.
- Liaise closely with Department Heads and initiate safe work practice procedures to minimize any opportunity of injury to staff in the workplace.
- Co-ordinate the publishing of hotel newsletter on a monthly basis containing interesting pieces of news, guest comments, birthdays and general interest items.
- Establish and conduct monthly training meetings and discuss and monitor progress on departmental training objectives. Issue minutes of each meeting for follow up.
- Support the hotels sport and Social Club in creating “team spirit” by organizing social activities, sport days, etc. and co-ordinate planning of the annual hotel birthday.
- Co-ordinate recruitment of all new staff, ensuring correct documentation procedure is adhered to and that best possible applicants are selected and the appropriate reference checks completed.
- Maintain a library of reference books, training aids, books and magazines relative to the hotel and industry and make available to all staff.
- Liaise with Government Departments in respect to Manpower, Insurance and Immigration Offices.
- Conduct Employee of the quarter and year awards by observing the specified procedure and maintain a register of all staff birthdays.
- Co-ordinate annual staff appraisals in conjunction with Department Heads, develop individual staff career paths and be involved in salary reviews and gradings.
- Inform fellow management of any changes in laws or regulations relative to working conditions in the industry and province.
- Co-ordinate the transfer of staff, either inter or intra department or inter hotel to sister properties in Indonesia.
- Conduct exit interview for all departing employees and advise findings to both Manager and the respective Department Head. Other duties as requested.
- Area responsibilities and functions
- Establish uniform benefit grids across all properties
- Establish uniform and relevant welfare programs across all properties
- Establish uniform HR materials and forms
- Set and align HR KPIs for HR department throughout all properties.
- Conduct frequent bench marking exercises such as salary surveys, staff satisfaction surveys etc.
- Consolidate, update and implement uniform staff guidelines, house rules and employee handbook.
- Together with properties HRMs and HoD develop training programs, including specific skill training as well as generic training.
- Establish talent management system including talent database, career development, succession planning, cross exposure programs etc.
- Manage the posting of all positions vacant throughout the hotels and resorts and implement a policy that ensures first consideration be given to internal transfers/postings and promotions
- Consolidate, update and implement effective and modern performance appraisal system across all properties
- Always explore synergies amongst all properties and makes recommendations for improved efficiency to the operations team
- Support HR managers on property with company related matters
- Coach and mentor HR colleagues across properties
- Visit each property at least quarterly and organize weekly and monthly meetings across all properties
- Implement a periodical (bi monthly / quarterly) newsletter that provides information on the Azerai properties, the staff, activities, development and welfare
