• Requires from department heads concerned the submission of the job dimensions, and/ or job descriptions of each position existing in the functional chart.
• Identifies good sources or providers of qualified applicants. Keeps in touch with schools, employment agencies, etc.
• Orients the entire officials and clerical staff on existing personnel policies. Provides explanation or elucidation thereof in situations where there are ambiguous interpretations or gray areas. Enforces these policies all throughout the organization.
• Determines the training needs of the officers and employees.
• Designs appropriate training programs with the help of internal or external trainer.
• Install a job evaluation and classification program for officers and employees.
• Install a merit rating system where salary increases are based on performance.
• Reviews periodically the fringe benefits and other emoluments of officers and employees and adjusts the levels to industry standards up to the limits of the finances of the company.
• Encourages healthy and constructive internal communications, horizontally and vertically, within the organization.
• Plays an active role in developing appropriate and desirable mission-vision statements, core values, slogans and mottos and sees to it that all these are ingrained into the mind of every player in the organization.
• Addresses employees’ complaints and grievances with the active participation of the department head concerned.
• Develops a reward and punishment program for the entire organization where excellent performers with excellent work ethics are rewarded and recognized.
• Deals with problem officer and employee which are usually initiated by the supervising officer or department head.
• Performs such other related functions

• With Bachelor’s / College Degree in Business Studies/ Administration/ Management, Human Resource Management, Economics or equivalent.
• Proficient in Microsoft Office Programs (i.e. Word, Excel, PP).
Experience
• At least ten (10) years experience in the related field is required for this position.
• Has a strong working knowledge in all facets of HR: Recruitment and Selection, Benefits Administration, Compensation and Analysis, Employee Relation, Salary Administration, Policy Formulation and Training & Development.
