- Develop and allocate work plans of Departments/Divisions
within the scope of management, organize the
implementation and strictly control the implementation of
the plan, regularly study and evaluate the implementation of
the plan.
- Organize and control the formulation and implementation of
budgets of Departments/Divisions within the scope of
management, evaluate the formulation and implementation
of budgets, and promptly come up with solutions to improve
efficiency.
- Participate in building the apparatus (organizational
structure, boundaries, functions and tasks, job descriptions,
related personnel policies) for the Department/Division within
the scope of management. Regularly evaluate the
effectiveness of the apparatus to make adjustment
proposals, participate in the recruitment and training of
personnel for the Department/Division, build a cohesive and
unanimous team of personnel.
- Organizing the development and updating of the system of
regulations and regulations within the scope of management,
identifying and controlling risks that may arise in the work
under its management.
- Advising leaders on technical issues related to
environmental control and operational efficiency of the
facility, administering and managing the regular activities of
the department in accordance with the roles, functions,
tasks, coordination, acceptance, handover of construction
items, ETC techniques from the PMU and the contractor to
be put into management and operation.
- Control and ensure the safety and stability of the system:
electricity, water and other issues that directly affect the
users or operators of the system, carry out periodic system
inspection according to regulations of State agencies, control
and ensure fire protection systems, rescue... always in a
state of readiness and good operation, Control and ensure
environmental issues and environmental impacts according
to the regulations of the company and the authorities,
- Appraisal/approval of drawings, designs, construction
measures of contractors, control of the construction process

- Schedule weekly operations and coordinate department
activities, control employees' work schedules. Take
responsibility when the Chief Engineer is absent, impart
knowledge to employees to improve work performance and
make modifications if necessary.
- Control the workload and construction progress of
contractors at the project, inspect and assess the quality of
the completion and promptly report to the management
board on inadequate items that need to be supplemented
and repaired.
- Planning the operating budget, maintenance and operation
of the technical department. Coordinate with the Chief
Construction Engineer to develop and control the cost of the
department, providing optimal solutions in terms of energy
saving costs.
- Carry out the physical inspection of the as-built dossier and
the actual construction at the project, promptly notify the
chief engineer to give directions for handling, coordinate
with the PMU to promote the construction work to ensure
safety on schedule and in accordance with operating standards.
- Develop training plans for employees, implement and
evaluate these plans, prepare all necessary documents for
day-to-day operations, and assign tasks to supervisors.

- Properly supervise labor safety, sanitation of assigned
areas, management of working equipment and tools,
management and arrangement of personnel according to
assigned tasks. Proactively mobilize personnel effectively in
their departments.
- Directly guide, train and supervise employees under their
control of working processes to ensure that work results
meet standards, promptly and fully notify superiors of
abnormal problems or incidents to provide appropriate
handling measures.
- Perform firefighting jobs or solve emergencies occurring
according to assigned tasks, coordinate work with other
units
- Receive information from departments, coordinate to come
up with handling plans to ensure that equipment and
systems are always in good working condition, plan weeks
and months to carry out direct inspections to ensure labor
safety, fire prevention and fighting.
