Assistant Talent & Culture Manager

• The Assistant Talent & Culture Manager assists the Director of Talent & Culture in managing the human resources functions of the organization. The key responsibilities will cover the implementation of human resources policies & procedures, standard operating procedures, compensation and benefits, recruitment, manpower planning, HRM System administration for payroll (in partnership with Finance Payroll Unit), functions & internal work flow and processes related to employee relations, administration of Associates’ facilities including lockers, industrial relations and government liaison.

Essential Duties and Responsibilities – (Key Activities)

• Develops and implements human resources policies and procedures (P&Ps), standard operating procedures (SOPs) and all HR related management and administration of the workforce in consultation with DOHR.
• Job Posting (via Recruitment Advertisement – LinkedIn / Social media platforms, Recruitment Agencies, etc.)
• Conducts interviews (jointly with sub-section heads and or departmental heads)
• Conduct reference checks
• Administers offer of employment process (from preparation of contracts through to associate reporting for duty)
• Provide upward communications via 360 degrees feedback
• Supports human resource management role and administration functions from induction of new hire through termination/cessation inclusive of counseling, guidance and policies compliance on employee relations industrial relations (disciplinary issues) including that of conducting a domestic inquiry.
• Administers the HRM System and Time Management System (TMS – bio scan) in partnership with Finance Payroll Unit (Accounts Executive and Paymaster). Maintenance of Human Resource database and supervises payroll matters through processing, documentation (PAFs) and process flow in partnership with payroll unit (Account Executive and Paymaster).
• Administers the registration of new hires with Employee Provident Fund (EPF) and Social Security (SOCSO) authorities in conformance with legal requirements.
• Assists the Director of Talent & Culture in the bi-annual and annual Performance Management System in collaboration with Talent Development Manager / Team.
• Assist the Director of Talent & Culture in the area of compensation and benefits by conducting bi-annual inter-hotel salary, service point and benefits benchmarking. maintenance of salary and benefits entitlement structure in accordance to the levels.
• Assist in OSHA and Safety Implementation – those that fall in line with human resources environment
• Regular checks on Associate Dining to ensure cleanliness, quality of food served & observation of any anomalies. Report to DOT&C & take appropriate action in consultation with DOT&C & T&D Manager.
• Ensure the ordering of chemicals / utensils / tools from store for use in cleanliness of staff facilities (Material Control)
• Managing and executing the purchases for any items needed in the course of work and for Human Resources Department
• Ordering Human Resources Department’s stationary from Material Control (MC) system.

Qualifications –

• Diploma Degree above (Hotel and tourism management and bachelor degree in Human Resources will be taken as the priority)
• Local Laws and Regulation Knowledge
• Operating knowledge, including recruitment, salary and welfare knowledge.

Experience –

• At least six years working experiences and four years management experiences in the relevant property.
