Purchasing Manager / Quản lý Mua hàng

• Tiếp nhận và kiểm tra các Purchase Requisition – PR từ các bộ phận trước khi triển khai mua hàng.
• Tổ chức tìm kiếm, khảo sát, đánh giá và lựa chọn nhà cung cấp phù hợp.
• Thực hiện yêu cầu báo giá, so sánh báo giá và đàm phán các điều kiện thương mại.
• Đảm bảo các đơn đặt hàng được thực hiện theo đúng yêu cầu về chất lượng, số lượng, giá cả và thời gian giao hàng.
• Kiểm tra và phê duyệt Purchase Order – PO trong phạm vi thẩm quyền.
• Theo dõi tiến độ giao hàng và xử lý các trường hợp giao hàng chậm, thiếu hàng hoặc hàng hóa không đạt tiêu chuẩn.

• Xây dựng và duy trì danh sách Approved Supplier List.
• Tìm kiếm và phát triển các nguồn cung cấp mới nhằm đảm bảo tính cạnh tranh và hạn chế phụ thuộc vào một nhà cung cấp.
• Thực hiện đánh giá nhà cung cấp định kỳ dựa trên các tiêu chí: Giá cả, Chất lượng, Tiến độ giao hàng, Dịch vụ hậu mãi, Khả năng đáp ứng, Điều kiện thanh toán, Tuân thủ các yêu cầu pháp lý.
• Đàm phán hợp đồng, chính sách giá và các điều khoản thương mại với nhà cung cấp.
• Duy trì mối quan hệ chuyên nghiệp, minh bạch và công bằng với các đối tác.

• Theo dõi biến động giá của các nhóm hàng hóa quan trọng.
• Phân tích giá mua và đề xuất các phương án tiết kiệm chi phí.
• Chủ động đàm phán giá và các điều kiện thanh toán nhằm mang lại lợi ích tốt nhất cho Công ty.
• Phối hợp với Finance và các HOD kiểm soát hoạt động mua hàng theo ngân sách đã được phê duyệt.
• Theo dõi Purchase Saving/Cost Saving và lập báo cáo định kỳ.
• Đề xuất giải pháp thay thế sản phẩm hoặc nhà cung cấp trong trường hợp có thể tối ưu chi phí nhưng vẫn đảm bảo tiêu chuẩn vận hành.

 A. Purchasing Operations Management

• Receive and review Purchase Requisitions (PR) submitted by departments prior to initiating the purchasing process.
• Organize the sourcing, market research, evaluation, and selection of suitable suppliers.
• Request quotations, conduct quotation comparisons, and negotiate commercial terms and conditions.
• Ensure all purchase orders are placed in accordance with the required quality, quantity, pricing, and delivery timelines.
• Review and approve Purchase Orders (PO) within the assigned authorization limits.
• Monitor delivery schedules and handle cases involving delayed deliveries, shortages, or goods that fail to meet the required standards.

B. Supplier Management and Development

• Establish and maintain the Approved Supplier List.
• Identify and develop new sources of supply to enhance competitiveness and minimize dependency on any single supplier.
• Conduct periodic supplier evaluations based on criteria including pricing, quality, delivery performance, after-sales service, responsiveness, payment terms, and compliance with legal and regulatory requirements.
• Negotiate contracts, pricing structures, and commercial terms with suppliers.
• Maintain professional, transparent, and fair relationships with suppliers and business partners.

C. Cost and Budget Control

• Monitor price fluctuations for key categories of goods and materials.
• Analyze purchasing prices and propose cost-saving initiatives.
• Proactively negotiate pricing and payment terms to achieve the best commercial benefits for the Company.
• Coordinate with the Finance Department and Heads of Department (HODs) to ensure purchasing activities are controlled within approved budgets.
• Monitor purchasing savings/cost savings and prepare periodic reports.
• Recommend alternative products or suppliers where cost optimization can be achieved without compromising operational and service standards.
