TO WHOM IT MAY CONCERN, My name is Lu Vinh Dieu. I was Chief Engineer in a 05 Stars hotel - Sofitel Saigon Plaza from 2009 until January 2020. I left the hotel since Covid-19 situation. Currently, I am attached as chief engineer to The Landmark Vietnam which is a commercial – service, office and luxury apartment complex building. I have a lot of experience in opening of hotels and commercial buildings overseeing the overall activity of the project stage to completion. After the opening stage, my duty and responsibility is to consist of technical and facility-related activities, from budgetary to lease then general maintenance of architectural & day-to-day maintenance operations of the building facilities such as Periodical preventive maintenance Generators, Chiller water system, LT system, HT system, Domestic water system, Fire Fighting system, telecommunication, sewage treatment system, boilers, laundry equipment, hygienic standard and general up keep of the building operations included minor building maintenance and overall management for construction projects, tenancy works and CAPEX project. I carry with me on-hand more than 20 years’ experience as a Chief Engineer for international Hotel and High building industrial service and installation. I was attached to Sofitel Luxury Hotel and Office complex building as a Chief Engineer, My duty and responsibility is to consist of technical and facility-related activities, from budgetary to lease then general maintenance of architectural & day-to-day maintenance operations of the Hotel tower & Office tower facilities such as Periodical preventive maintenance Guestrooms, Generators, Chiller plant system, Low voltage system, High voltage system, Domestic water system, Fire Fighting system, telecommunication, sewerage waste water treatment, boilers, laundry equipment, and general up keep of the building operations included safety and security for the hotels. Overall management and supervision for any construction projects, A&A works, tenancy works and CAPEX project Besides, I also have many experiences in upgrading the M&E systems which have been used since 1997 to new technology as well as renovated all old guestrooms, Banquet meeting rooms and public areas in the hotel. My specify mission involved from the planning stages, design stages, site instruction, supervision, full hand over that covering the four sections of Project construction, Commissioning, defect Management and Asbuild drawing, Pre-opening planning stage, Hand over new project and overseeing the operation, then followed up defects rectification. The projects have been accomplished as following, 1. Full renovation of 286 rooms. 2. Full renovation of 01 lobby bar in the hotel. 3. Replacement of the 300 RT old cooling towers to 350RT new cooling towers. 4. Replacement of the 240 RT chillers to 280RT new chillers plus the optimization of the chiller plant system to save about 40% of energy for the chiller plant system. 5. Full renovation of all Meeting rooms, Ballrooms and Main lobby, public areas. 6. Designed to downsize the laundry and switched to heat pump system save more than 10,000usd energy for the hotel. 7. Replacement of Fire alarm system from analog to digital Fire alarm system. 8. Upgrade the PA system with new technology. 9. Upgrade all existing lighting system to the LED system saving 8,000USD per month. 10. Refurbished the Back of house offices included design stages. 11. Did action plan to upgrade some major kitchen equipment used more than 18 years 12. Upgrade some major M&E system used since 1997 as AHU, FCU, water pumps, Generator Synchronizing system, High voltage control system, ventilation system, and firefighting system. 13. Full renovation of swimming pool. 14. Full renovation of all kitchen areas and Back of house, achieved a HACCP certification as international standard. 15. Full renovation the sewage treatment plant system. 16. Advised / estimated the budget of the projects to submit to the Management to get approval.

I was attached to The Landmark Vietnam which is a commercial – service, office and luxury apartment complex building as a Chief Engineer. My duty and responsibility is to consist of technical and facility-related activities, from budgetary to lease then general maintenance of architectural & day-to-day maintenance operations of the building facilities such as Periodical preventive maintenance Generators, Chiller water system, LT system, HT system, Domestic water system, Fire Fighting system, telecommunication, sewage treatment system, boilers, laundry equipment carried out by internal technicians and the contractors and general up keep of the building operations included minor building maintenance. My responsibilities is also to consist of overseeing the full operation of M & E and to upgrade the M&E system such as Air conditioning system, Chiller plant room, swimming pool water treatment plant, and Sewage treatment plant (STP). Overall management and supervision for any construction projects, A&A works, tenancy works and CAPEX project. Besides, I also monitor and operate the M&E system effectively in order to have a positive energy saving and follow up all environmental field as requirement of Vietnam Environmental law. Prepared weekly report of engineering department and monthly energy report to the Management. Assigned and guided the staffs to perform the task included the training plan. For the commercial part, I controlled Fit-out work of the tenant to ensure it complied with the building rules and regulation included tenant handover and take over the rental space, reviewed and approved the works related to the M&E system and Fit-out works. In daily operation, I managed and assisted the Engineering team in response to the requirements or complaints from the Office tenant and Apartment guest with feedback since the tenant or the guest‘s satisfaction level are very important for a property Management.
